I would say it doesn%26#039;t have to be expensive but it tends to get expensive. It really depends on what type of book you want to do.Are you more into the old creative memories plain style where it%26#039;s pretty much just pictures and writing? Or are you more into getting really artsy with it and adding lots of different elements?
For me I%26#039;ve purchased more stuff than I%26#039;ve ever used. I actually think it%26#039;s sort of addicting. The best advice I ever got was to just plan on the page or two that you%26#039;re doing and just buy what you need for that and nothing else. All I can say though is easier said than done!!
I just figure that at least I%26#039;m preserving my family%26#039;s history so there are worse ways to spend money. Still though I%26#039;d like to be able to make pages the way I want without spending a fortune. I know Hobby Lobby where I usually go has half off sales that are great, I think maybe Michaels does too.

It can be very expensive and frankly, I do not think it is genuine scrapbooking buying fancy papers and ornaments to put on a personal scrapbook
Use old concert tickets, tickets to any events, stubs etc. Place at an angle over pertinent picture. Print under the picture in brown uneven letters, you can see these on cards.
Use any kind of souvenir to decorate.
Cut nice wrapping paper with pinking or other fancy cutting shears place a larger piece under the pictue. Use any little bows or ribbons you get on a gift.
On and on, it is endless. Flat buttons are another good item to glue on -
It can be as expensive as you want it to be. I have been an avid scrapbooker for 12 years and spent a lot of money the first 8 years or so. Then I found scrapbooking on eBay, peachycheap.com, various scrapbooking forum marketplace%26#039;s, and other websites. So much cheaper (usually even with coupons from Michael%26#039;s and JoAnn%26#039;s) than stores. And, I get my adhesives (photo tabs and Scotch picture glue) from Wal-Mart. I am a stay at home mom and we live paycheck to paycheck, but I still try to buy scrapbooking supplies whenever needed. Scrapbooking is such a relaxing hobby, I totally think you should do it!
